It's the difference between "we can't tell you what gun it was" vs "we can tell you it wasn't this one".
"Ballistics can't match the buckshot to the suspects shotgun" does *not* mean that wasn't the gun used. It means ballistics *cannot* tell you what gun was used, because buckshot.
The same thing applies to riflrs *most* of the time. A bullet surviving intact enough for a positive match is actually unusual.
