Delaware state residents applying for a CCW permit must publish their application in a newspaper and prove that they have done so.

I know that this has nothing specifically to do with us in New Yorkistan. But, talk about violating the whole concept of "concealed" in this era of insane people who attack people that are doxxed for one reason or another.

Actually, I like the "circulation requirement" bit. That's particularly rich since (a) local print media is a dying industry so at some point you'll presumably have no publication that reaches 35% of the area, and (b) they provide a list of publications, which means the state is driving advertising revenue to news organizations.
