Lived out this way for about a year now. I spent 10 years prior living in the peoples republic of NYC. Prior to that I lived in Miami, Fl. and had a concealed carry for years after I left the military.
I'm by no means an expert at anything in life. Hoping you guys could steer me in the right direction putting a nice AR-15 together with avoiding prison time at all cost.

Goals;

keep price under 1800
get the most out of my money
primary use range
pinned
decent sights
No shit parts

Notes:

I carried an M4 and M249 during my time as a 11 series

God cursed me with being left handed (nothing like hot brass caught in your chin strap)

May or may not be a little tough to pull off right now. Parts are pretty much out of stock on everything everywhere, and what you can find is going to be crazy expensive due to demand.

Right before all the craziness started, ARs and AR parts were probably the cheapest they've been in.. well, maybe ever; Mostly because everyone was so overstocked from the last big wave of panic buying that didn't last.

Companies aren't so willing to go into overstocking again from fear the same thing will happen.. or that laws will soon be passed (if Biden gets in) making for stock they can't sell.

A year ago with that budget you could put together something really really nice.

Now, you probably still can but have to really dig to find the parts in stock and you are going to overpay but it certainly can be done and probably very well with that budget.

I second the Thordsen, the newest generation is nice all things considered.

Edit: the nice thing about the AR is its modularity- you could also consider putting together what you can now, and then upgrading parts later as they become more readily available.

For a NY compliant AR, I am also in agreement with the newer Thordsen FRS-15 Gen. 3. Best functionality and still being compliant.

No particular issues or hoops to jump thru getting the AR pistol on your permit? Was it deemed a pistol lower from the factory? Assuming fixed mag?

Fixed mag, just provided them a receipt that showed the upper I bought barrel length and caliber. Just submitted the paperwork as normal with the extra receipt and took a month. The lower was bought as receiver from the gun store, not as rifle or pistol.

You should be able to take a receiver home the day of buying at the lgs. Usually when you buy an ar receiver it gets marked down as “other” on the 4473. It’s neither a handgun or a long gun at that time of purchase since it hasn’t been built into anything. So as long as you pass the initial NICS check, you should be given the receiver to take home.

Orange County will also want a receipt for the barrel showing length and caliber. It should be sold as "other". No minimum barrel length that I am aware of. My barrel is 12".

There is no minimum or maximum barrel length restriction that I recall.

It’s a little tricky building a NY Compliant pistol since there are so many banned features. Based on the Safe Act’s wording, a pistol becomes an “assault weapon” if it’s semiautomatic AND has one or more of the following features:
1) Folding or Telescoping stock
2) Thumbhole Stock
3) Second handgrip or protruding grip that can be held by non-trigger hand.
4) Capacity to accept an ammunition magazine that attaches to the pistol outside outside of the pistol grip.
5) A threaded barrel capable of accepting a barrel extender, flash suppressor, forward hand grip, or silencer.
6) A shroud that is attached to, or partially or completely encircles, the barrel and that permits the shooter to hold the firearm with the non-trigger hand without being burned.
7) A manufactured weight of fifty ounces or more when the pistol is unloaded.

The 4473 form itself has to state other not just the receipt correct? I purchased a receiver a couple weeks ago and the receipt I have lists it as "other".
So in summary I submit amendment with receipts for both receiver and barrel. On the ammendment form do I check frame only, and list the make, model, serial number, and pistol? Sorry for multitude of questions. Once approved i build it out with an SBA3 brace and a fixed magazine.

Essentially, it has to be built with a fixed magazine. How you do that is up you. I used a Prince 50 and fixed a 5 round mag. Mine is 6.5 Grendel and purpose built for hunting.

So a featureless upper with a fixed magazine lower, and non telescoping pistol brace should do the trick. Oh waith there is that weight requirement as well.

Good on you for doing some research. The problem is, it sounds like you're willing to accept the information offered on this forum as the basis for your build.

You should be speaking to the NYSP, pistol permit office in your county or a NY lawyer familiar with the unSAFE Act.
