WASHINGTON – Senate Minority Leader Charles Schumer announced on Wednesday his caucus’s proposed $1 trillion, 10-year infrastructure plan that would address New York’s outdated water and sewer systems, roads, bridges, energy grids, bringing high-speed Internet to rural areas and building new schools.

In the Hudson Valley, Schumer has two major projects in mind.

“We will finally finish Route and make it a three-lane highway to Sullivan County; there is congestion there, as well as enhancing the traffic patterns in White Plains’ downtown business district,” the senator said.

Schumer said the Republicans’ infrastructure proposal “went over like a lead balloon” and he believes there could be a bipartisan compromise.

Senator Chuck Schumer says he wants to make sure New York gets its fair share of federal infrastructure spending.

The senator says roads and bridges across the state are falling apart and need repairs. One project he wants rolled into a $1 trillion proposal includes adding a third lane to Route 17. Schumer's office says the highway is congested and serves as an important artery for the region.

The senator says smaller municipalities shouldn't lose out when it comes to paying for improvements.

"You'd have to apply, as you do now. And the best projects would be chosen," Schumer said. "But there'd be enough money, given what we've proposed, that lots of projects would be chosen. It wouldn't be 'you have a 1 in 20 chance.' If you have a good project, you'd have a very strong chance of getting dollars."

Schumer's office says the money for the projects would come from tax changes: upping the high-income and corporate rates; restoring estate/gift taxes and the individual alternative minimum tax to 2017 law; and closing a tax loophole.
