Tell the city to buy their guns on Gunbroker.com like everyone else.

Now if they had a 9mm ammo buyback program with that pricing mentality, that would be a worthy scam.

The black thumbhole-stocked rifle , sitting two above the AR is a Gamo break barrel pellet rifle. Check the position of the zip-tie. Right where the barrel breaks. Probably the deadly .177 caliber... Pheww. I'm sure glad that now it wont fall into the wrong hands...now I can sleep.

It would be cheaper and easier to make a slam fire shotgun from some pipe and a chunk of 2x4. There are tutorials online to make one for this exact purpose.
To answer your question though the bulk majority of the printed guns out there are just the frame with a factory parts kit. There are very few "bargain" models to build, any cheap kit supply is swooped up in a matter of hours as soon as a new model releases. There have been builds based on the highpoint and some other cheap throwaway pistols, the parts kits were very cheap at sub $50, but are now unavailable or more than an new pistol. The actual cost for the printed frame of a say a glock pistol is only a couple bucks but add in a $30 rail kit, another $60 for the lpk, another $200+ for a populated slide...you can see where this is going.
The "liberator" style printed pistol is a viable option for buybacks I suppose, other than they may not believe its a functional pistol and pay you accordingly. There are some other 22 designs out there that are fully printed but again, they may not believe its an actual working pistol because it doesn't look traditional.
