City of Madras, Oregon Proposes Fining Grocery Stores for Carts Stolen and Found Near Homeless Camps​

In a controversial move, the City of Madras is proposing a new policy that would levy fines against grocery stores for shopping carts that are stolen and found near homeless camps, according to a report by Central Oregon Daily News.
Kevin Eidemiller, co-manager of Ericksons Thriftway, expressed his frustration to Central Oregon Daily, “We’ve had close to probably 70 to 100 carts stolen in the last two years. At least once a week to every other week, we go hunting for our own carts.”


The City made contact with grocery stores late last year to prompt action to retain carts on the property.

Why all stores with carts have not gone to the Aldi "quarter deposit" model I cannot understand. Carts get put back where they came from with no employee intervention and much smaller loss. Its simple and it works.
Wireless fence that locks up a wheel is also used, and may stop cart theft but does nothing to encourage people to bring them back to the store.

Victim blaming - a tried and true tactic of the left.

Why stop at fining robbery victims. They can fine rape victims for getting raped, assault victims for being assaulted, murder victims for getting murdered.

This could be a very lucrative endeavor for the city!

They should extend this to shoplifting as well. Fine the business for every item stolen. It should solve the problem of stores closing due to theft.

My van broke down as soon as I got to my destination moving to Denver years ago. We were without a vehicle for a little while but public transportation was solid and everything was close.

First trip to the grocery store from our new apartment was exciting until it was time to carry the full cart of groceries a block and a half back home.

I borrowed the cart, felt like a total worthless loser on that walk of shame down my new busy street, but dropped all the bags inside the front door and brought that fucker back within about 15-20 minutes.

The very important lesson I learned from that - NOTHING!

Another little shopping cart story...

We went to a wedding in Santa Barbara a few years ago. Landed in the middle of the night, grabbed the rental and drove the 2.5 hours up the coast.

Got there well before the sun comes up, and couldn't check into the hotel until that afternoon so we drove around looking for a place to park and sleep for a couple hours.

While the sun was coming up, parked on the beach, and I was tossing and turning uncomfortably in the fantastic leather seat of the beautiful Mercedes SUV we rented, I noticed all the homeless people everywhere. Everywhere! On the beach, sidewalk, benches, under the palm trees, behind garbage cans, on the side of cars and buildings. Literally everywhere. As far as the eye could see.

I adjusted the climate control to the perfect temperature (on my side) while trying to figure out a way funnel tons of state and federal dollars to myself with a halfway "solution" for homelessness.

The luxury SUV was inspiring. All these people should (could) have a similar quality of life. It offered comfort, shelter, privacy, and mobility.

It was all making sense. The "solution" was all around me. Shopping carts, bicycles, porta-potties, tents, etc.

I came up with the perfect CA answer to homelessness. A government funded (directly to me) pedal powered shopping cart like conveyance with a light weight towable recycled plastic camper pod. I wanted to call it Home-Most™.
Like "You're ALMOST There". Homelessness with a hint of dignity.

Then we went to the hotel to sleep in a really comfortable bed to get ready for a few days of heavy drinking, and I remembered I don't care about people.

Get a house, you bums.
