Who is Congress to enact legislation limiting the Executive powers bestowed by the Constitution? The POTUS has the power to negotiate treaties, no? And isn't NATO and the agreements we entered into with them Treaties? Which then Congress approves after the fact? Interested... And open to correction if I'm wrong. And why would Congress, enact a Legislation that basically enters to United States into an un-revokable international treaty? Fuck NATO in my opinion... On the surface, this legislation would make the U.S. subservient to the whims of NATO.
