How come this shit never happens to me. I have notified cops twice that I had a permit, and was carrying, both time the cop was "thats nice, keep in the holster please"
One was on the thruway, I was doing 80-85, literally no one on the road but me. I crested a little knoll and there. about a 1/8th mile off the right was a trooper. As soon as a saw him, he saw me and turned on his lights. I just pulled over so he didn't have to drive to far, LOL
I rolled down my window, and waited, and waited, and waited, Looking in my mirror. Finally there was tap on the passenger side window, I looked over and literally blurted out "WTF are you doing over there" as I rolled the window down. He just smiled and said "we come to the passenger side now, when was the last time you got a ticket?" I said "damn, about time, how many of you guy get creamed coming to this side" He said "a lot, thats why we changed the regulations, got an awful lot of guns in here" ( I had three rifle cases on top of my hunting gear ) I said "Ya, going up to the north country to sit in the woods and catch cold, and get drunk" he just laughed and then we had a 45 minute conversation about hunting and fishing in the Adirondacks............then the SOB gave me an 1180D anyway
The second time was when I lowsided the Goldwing. No big deal, it was a 30mph dump, and some neighbor called the ambulance. Guess whos shows up with an ambulance. A nice Sheriff. I had road rash on my shoulder, because I was wearing a freak'n t-shirt. The CO was wearing her leather, when we went down she was like, WTF ARE YOU DOING! dumbass, so the bambulance people said "take your shirt off so we can get that cleaned up and then we can get you to the hospital?" I said "I can't" ( big mistake ) he EMT's all freaked out, "whats broken, how many fingers am I holding up, you have a concussion lay down before you fall, blah,blah,blah I was Like "gezzz people, relax, I'm fine, I have a gun on me and I'd rather not take my shirt off out here in the street, just give me something to wash the grit and dirt out, and I'll be fine" They said "oh, ok then just get in the bus and we clean it up in there"
The Sheriff walked up to the back of the bus and said, Jeff, I talked to the wife shes fine, you ok. I said Im fine, just embarrassed, He said I can imagine, you're wifes a little pissed ( big smile on his face ) can I see your license and registration. I hand him all the stuff and my pistol permit. And I said "Im carrying the Ruger. He looks at the permit in a quizzical sort of way, looks at the back and then says, you still have it right, I don't to go through that nice ladies lawn looking for a gun" I said nope, that the third thing I checked after getting up, checked on the wife, the bike and made sure I didn't lose the LCP, He just smiled handed it back and said, Ok, as long as you're ok. gave everything back, looked at the EMT and said "Im done here, you guys good ( looks at me ) you good ( I gave him a thumbs up ) I said "until I get home, you may want to follow us home, Im pretty sure she going to kill me" he started laughing and said, Thats on the city boys, good luck.

I'm advocating more a foreign exchange student sort of arrangement.
Where some NYC cop gets to trade places with a local deputy in a town of 5000 for a year or two, so that they can get a wider breadth of experience.
There could be some central federal administration that helps coordinate the exchanges, but each department would remain completely independent.
Could also work to help some places that have difficulty meeting recruiting goals. They could borrow officers for a while, officers who might bring in some insight that would help their new department find out why they're having trouble recruiting.

These insurance policies are not just for payouts due to the Police. If anything happens to you on "municipality" property, they are responsible to cover costs, fees and damages. Pot holes as an example. The roads are to be maintained. We pay for those roads to be in good repair, if the town fails in that duty, they may reimburse the driver of a damaged vehicle. This only one example.

anyone remember that Ohio cop that went fucking nuts when he pulled over citizen and he handed the cop his permit after he handed him his license. the cop said he could blow your head off and get away with it, the whole thing was crazy. I tried to find the video, but it's probably so long ago its been deleted
