Could use a little help with 1st amendment

he is speaking freely .. no one is putting a gag ball in his mouth .. the other guy is freely speaking too .. just one could be called a asshat and not very respectable .. if he was yellin shut up or i will kill you or beat your ass then that would be harassment and arrest able i would think

I guess the consensus is that I am wrong on that , I had always thought that the government had a mandate to protect the rights of its citizens .
