Right now, no counties are issuing any kind of permit or amendment. During normal times though I think it's possible to get an unrestricted permit from any upstate county. Sounds like it depends mostly on the judge you get than anything else. Even Albany county, which is probably one of the most anti gun counties in upstate, has been known to issue unrestricted. Mostly what I hear is having to apply for an amendment in a year or two to get unrestricted, usually after taking the concealed carry course. I know some people who got unrestricted first time though. One had a good reason, not something a typical person would have, another just said "because I want it" and got lucky.
