I know this because I just got done watching a segment on the FOX news business channel.
They interviewed a guy that is a real estate / tax guy and he was explaining the why's and wherefores.

The real estate / tax guy said something to the effect of a "pre tax assessment" and it sounded (to me anyways)
like another Cuomo gimmick. I was tending to my injured cat at the end of the interview so I didn't get to pay 100% attention to it.
