If you’re a healthcare worker who went to New York to volunteer to help fight the coronavirus outbreak there, Gov. Andrew Cuomo says you owe New York state income taxes.

Health care workers that came to New York to help fight the coronavirus pandemic at its epicenter will have to pay state taxes, according to the governor.
He addressed the issues Tuesday at a news conference.
“We’re not in a position to provide any subsidies right now because we have a $13 billion deficit,” Gov. Andrew Cuomo said. “So there’s a lot of good things I’d like to do, and if we get federal funding, we can do, but it would be irresponsible for me to sit here looking at a $13 billion deficit and say I’m gonna spend more money, when I can’t even pay the essential services.”

There isn’t a nice way to put this. Andrew Cuomo is an idiot. He’s just made sure no one will volunteer to help New York for the foreseeable future.

Well, I hate to point this out but, if they volunteered their their time, then by definition there is no monetary transfer thus no taxable event. If they accepted a paid position, got paid, then yes, just like all the workers still working under a variety of conditions, taxes are due on that income. I understand the message, but this is using terms like 'volunteer' in a misleading way. If we were to start waiving income tax, property tax or sales tax on an inconsistent basis depending upon the cause of the day then there would be a giant mess with everybody and their brother protesting that their job qualifies for tax waiver. People truly do volunteer their time, with no pay, and sometimes at great personal risk, and they are given a tax credit for that. Think volunteer firefighters. Let's not cheapen the true volunteer ideals here. Chalk this up to no good deed goes unpunished here in NY.

Dealt with it at work with volunteers loaned to us from out state. It's a NY reality.

Same thing happens to out of state professional athletes who play too many away games in NY.

Years ago when I was not a NY resident and had no NY income, I had to prove in a tax audit I was not visiting in NY for more than two weeks during the tax year.

As much as I detest FUAC, the practice of taxing income made working in a state other than the one you live in is a common practice done by many states. There are at least 24 states that will tax the income of out of state workers. Only the wages made while actually working there are taxable by that state. Utter BS but thats how it's done. That being said, People who volunteered their time while on vacation or paid leave should be totally exempt. I also feel that if a state requests emergency workers to come help that those workers should also be exempt. You begged/asked/invited them here to help mitigate an emergency and it's aftermath to help return the state to pre emergency status. The other kick is that it costs more to file then the actual money returned will be AND their home state also taxes them on their total adjusted gross as well.

I was told that Volley's only get a $200 credit. Doesn't pay for the gas they spend out of pocket to respond to call outs.

You are correct, but gas money is reimbursed, sort of, as a charitable donation. Also, any gear you buy yourself goes into the charitable contribution line item. $200 is a pittance for what volunteer first responders spend, but for many it is not about that as you stated. Plus, I know many volunteer firefighters that got nice cushy state fire jobs from it.

I kinda dont understand what the controversy is here but I guess a lot havent lived in one state and worked in another. I lived in NJ from 2000-2013 and worked in NY. I filed 3 returns each year, in this order:

Federal
New York
New Jersey

In doing my NJ taxes I filled out the worksheet and line item for "credit for taxes paid to other jurisdictions" which almost always nearly 100% wiped out my NJ tax obligation.

That is wrong on EVERYTHING... 100% of the time.

Top of page 5, you claim 14 cents per mile driven in the act of volunteering for a qualified fire department. It is not a direct reimbursement dollar for dollar, which is why I qualified my statement. A long time ago I did the math and figured I got back about half my gas expenses in the end. That was in a Subaru. If you drive a replica monster truck, well, literally YMMV.

And if you round up, sometimes it would help. It's 0.6 miles from my house to the firehouse. I would round up to 1. Take the total number of calls, meetings and drills attended and multiply by 2. One mile to get there and one mile back.

But yeah, the $200 credit was often the only way I didn't have to pay state tax at the end of the year.
