don't know if i said this here or not ..
but i think you should have to sign up to vote every time .. with ID ...
then you have a voter roll that is tied to that election ..
after that election all storage media is saved and put away for evidence if needed ..
next election , new media storage ... everyone signs back up again .. new current voter roll ..
if you died or moved to another state / county .. ect .. ,, it would be hard to sign up again
