Wow as per the comments this now creates a split in the district court. If this is true this could be what pushes SCOTUS to take a gun case. I'm still not hopeful of a favorable ruling until Trump gets one more pick.

This will now go en banc to the full DC Circuit which is stocked with Obama appointees, and be overturned so the good cause requirement returns. On further appeal to the Supreme Court, the SCOTUS will decline to grant cert to hear the case -- unless RBG and SK die/retire first and are replaced with new appointees.
