They do not have the authority to just register them.
The entire justification of the NFA is based on the notion of it being a tax. If it stops being a tax then they have no authority to enforce it at all.
Most people don't realize how much of the federal law structure is based on the power to tax.
Marijuana isn't actually illegal federally, it's just taxed and they won't let you pay the tax. Sound familiar ?

Geez, I though the catch 22 was you needed a Federally issued licenses for marijuana and to get it you had to bring a sample to DC, but since it was illegal to have it without a license you would be arrested and the weed seized.

It's such a blatant overreach that it will have to go to SCOTUS, and with the current makeup they will likely rule It's an illegal poll tax analog.
Then that would open the door to eliminating most federal gun laws.
They're all built on paying a tax. If you can't tax it, then the legal foundation for most of the regulations goes away.
