Control over Big City's has always been a desire by Gang Leaders, Mafia Bosses, and Government Officials. There are two factors among many that are constantly in play: Keeping people in fear from crime/criminals, and the dis-arming of the Population, which is sold as keeping the guns out of the hands of criminals which is a red herring because all you're really doing is keeping guns out of the hands of the fearful, which of course sets up a repetitive cycle.
It's asinine that I can carry a gun in PA,OH, or damn near anywhere else in the Country, but cross into the criminally controlled New England states and you're a felon. (which puts you under the thumb of the State and its corruption.
