Yeah, this has been discussed before. They make up the rules as they see fit. The popular consensus is that the judge is the issuing party and that as long as he doesn't have it for more than six months, then they're within the law as intended. We all know it's bullshit, but who's going to press the issue? I've heard from a couple people who've enlisted lawyers, and magically they're permit showed up in no time at all. Not sure how true that is, but she's got a pretty damn good argument now justifying her need for it. Not to minimize the legitimacy of anyone's need, but you get it I'm sure.

Stop bashing the 12ga LOL .. i have a moss 500 pump .. old one .. when i got it i was a buck 30 in weight .. hated it .. kicked like a mule ..
it sat in the corner for 20 yrs ... got back into hunting .. what can i do with it .. off went the plastic butt stock cap .. yeah no recoil pad ..
cut the stock and put on a nice recoil pad , added some lead weight in the stock .. totally different gun now .. love shooting it .. and i'm at a buck 50 now ..

A few years back, I gave my daughter an Ithaca 20ga Model 37 pump for trap, and a pistol grip Mossberg 500 pump in 20 ga. after a druggie lowlife tried breaking in her apartment. I sleep better now as a result.
Not sure how easy it would be to find your sister a nice 20 ga. on the shelf. What about a 12 ga. pump with the mini-shells I was reading about lately? Does anyone on here know about compatability of them with different shotguns? Seems like you could get 10+1 rounds ready to go, and recoil should not be too much of a concern. On the CCW issue, 19 months seems to me to be a perfect case to go into the PPO, and take up the issue with Allen Brown now that Wilmer Fowler is gone. Take a copy of the police report, and any other news articles she might have on it; and then have her ask to sit down with him for a few minutes. Ask him nicely, yet pointedly, - What is the cause of the delay? Where is it in process right now? How can this get done now in view of the circumstances?
Not sure what kind of answers she'll get, but if she gets stonewalled, she should tell them that if something bad happens and she can't defend herself, that they can count on being on the receiving end of some very bad publicity, not to mention a lawsuit or two.

I'm in the no shotgun camp. No matter how amped she is, if it's too much for her, her follow up shots will suffer. Not only that, if it's too much for her, she will not train with it much and fumble with it when the time comes to use it.
No matter what, a shotgun is only good for someone who can wield it on a regular basis and train with it.
I had a similar situation with my wife. She has no pistol permit. She can shoot and change magazines with a rifle or pistol calibered carbine with accuracy and ease. She was however terrified of the recoil when I had a KSG 12 gauge. She also had a hard time loading it with her long fingernails.
It's a poor idea in my opinion.

Everyone has provided solid, valid insights. The recurring " ya'll need something now" message seems spot on to me. What really fries my a$$ is that your sister remained vulnerable in large part because of FUNY and although there are many options that are better than nothing, the likely ideal uncompromised options for your sister's indoor home defense would not be legal in this foresaken post FUAC state.
My wife likes my Rossi 92 .357mag/.38 special, it is easy for her to shoot and aim because it is light with minimal recoil. Might be something to look into. It is easy to shoot and with practice manipulating the action and loading becomes a non issue. It is personally my go to long gun for critters and the like.

Thanks for all the recommendations. I'm pretty sure Willi is spot on with the 12 gauge being too much. She's fired the Mossberg and my Browning and really didn't like either one, so any practice would not be enjoyable for her, so less likely to happen. The mini shells however could be a solution. Or a rifle. There's options which is good, but we just need to get her something. We skill dropped the ball and waited for the pistol permit which in hindsight was a bit foolhardy. There's no reason she couldn't have just gotten a long gun years ago. I'm still waiting on what the PPO had to say

Glad to hear your sister is ok. If your sister is not too keen on a long gun I'd advise getting a large sized and super bright LED flashlight. One good flash to the eyes followed by a swift blow or two to the head while the druggie is disoriented could be quite effective.

She called the PPO and her permit was issued on July 19th. It was sent to her old address for some reason and returned as undeliverable. I don't know if her mail forwarding ran out, or if she put the wrong address or what. In any case, she's gotta go downtown and pick it up.
So, what IS the timeframe on how long you have to get a gun on the permit? I'd swear it was 60 days. Her friend who works for the sheriff's department insists it's 6 months. Of course my sister didn't ask the PPO when she called.

It varies by county, time of year, the judge's schedule and admin backlog. I have been told it is really the judge's schedule that determines the timeline. I just dropped off an amendment on Friday just before the end of the work day and the new updated permit was delivered to me in today's USPS mail (7 days total which includes 2 weekend days and a couple days in the mail).

In Erie county when you initially get your permit, you have a certain amount of time to acquire a gun and put it on the permit or it's invalidated and the process has to be restarted. I'm just not sure what that timeframe is. I thought the instructor said two months, but I can't remember.

Ok I get it now. I have met people who had permits for over a year before they purchased their first handgun and processed their amendment so I am a bit surprised. (They started permit process and after several months were deployed or were in units that were activated)

When I got mine here in Erie County several years ago, the process went like this: if your permit is approved, the PPO sends you a letter telling you that you're approved (although the letter doesn't necessarily tell you if you got Unrestricted or not), and that you have 60 days from the date of the letter to purchase a handgun, or the permit will be revoked and you have to start the process all over again.
You take the letter and go visit your favorite local FFL. Show them, pick out and purchase a handgun, and pay for it.
Next, take the receipt and your letter, and go to the PPO. Pay the plastic card fee ($5 as I recall), and the $3 fee to add a gun to it, and sign the add form that sends a copy to the NYSP, get your picture taken again, and then in about 10 minutes Allen Brown will give you your card that lists your purchased handgun on the back, along with a paper coupon. You take the permit card and the coupon back to your FFL, and they will release your handgun to you.
Don't forget to pick up some ammo! NOW, you're good to go! The wait is finally over. Enjoy!
One last thing: if your permit has any administrative restrictions, they will be printed under your picture. If there are none, it will read "Unrestricted".

That is one of the whackiest legal addendum's I have ever heard of!!! how does that make sense to anyone, even in NYSSR!

You can handle them in my shop.....as well as others.
The law says you can not POSSESS one. It does not say you cant handle one.
You are not possessing it while you are in the shop.
Or go to NJ ,Pa , Vt etc etc and rent some Surely in 18-24 months you could find the time and money to do that?
