Not a do-it-yourself, costs about $50...but when I pull the trigger for a cheek pad/rest for my scoped 10/22 VLEH...it's gonna be a Triad Tactical Stock Pack. Adjustable for length of stock as well as including hook and loop insert strips for height adjustment.

I taped a section of pipe insulation to my stock and it works fine.

I have a stock pack and I just used foam insulation underneath it to raise it. But I looked at some guy text cheek Riser kits and I actually wouldn't mind getting one. Make sure you post up pictures of the finished product.
At Appleseed shoots we usually have some of those swimming pool noodles on hand and we use Vet-wrap (Tractor Supply has it in different colors) instead of tape,you pull it snug and it sticks to it's self no sticky residue on the stock when removed!

I want a permanent fix, and adjustable because my boy shoots the gun too.

There are so many ways...
I suggest a denser foam that will not deform too much and then hockey tape.
The soft foam like swimming noodels or insulation is too soft but I guess it could be compressed.
But also a pad and then on of those uncle mikes neoprene sleeve. Here put some tape on the pad so the sleeve will not move on the top after you put it over. Kydex eould be nice with ajustable holes and screws but stil would put a pad and hockey tape for confort.
Also paracord can make nice wraps with a firm pad underneath.
