I have always asserted that we need to streamline the *legal* immigration process, and shut down the illegal one.
We do need a pretty healthy stream of legal immigrants. But with legal ones, you can vet them, you can choose ones who's intention is to become Americanized, and who will become hard working productive members of society.
And if you can offer those types of people an easy and legal route in, you will drastically cut into the market that the traffickers have. It's a critical component of shutting them down (to shut down any criminal enterprise, you need to make it unprofitable. Eliminating their customer base is an excellent way to do that).
Once you shut down the illegal trafficking you will drastically stress the other components of their smuggling operation as well, as they lose synergies and economies of scale.
As for securing our infrastructure, yea, even attempting it is a fools errand. There's 200,000 miles of electrical transmission lines in the US. Mostly running along highways and through farmland. Good luck.
