No matter. Anywhere in the US, including NY, anyone can make unregistered undocumented unserialized untraceable rifles. Anyone. Anywhere. As many as you want. Make 10 or make 100, no difference. The point they are trying to make is that firearms are here to stay no matter how much foot stomping or how many regulations are passed. Nowadays you can make firearms and not even be present in the same room. Full automation for about a weeks salary.

Gun control is alive and well. The availability of 'do it yourself' kits changes nothing.
People have been able to break laws and obtain guns forever. Getting caught with a banned home-made gun is no different than getting caught with a banned commercially manufactured gun. The only difference is that you don't need to obtain the gun through illicit / black market sources if you make it at home. You still risk being separated from your family and fortune if you get caught with one.
Gun control doesn't stop bad people from getting guns. It stops good people from getting guns. That's not going to change as long as the good people keep trying to comply with the law.

Not in New Yorkastan, depending on the configuration at least. If you make a pistol, it's got to be on a permit before its complete. If you build an AR, its still got to comply with un-Safe. Otherwise, illegal and banned.
Again, gun control is still going strong for the law abiding.
