Start the process and stay the course. As much of a pain in ass to get it, once you get it, you actually have a ton of rights. There are actually very few places you cant legally carry once you get it. (basically just schools and government)

NY could care less about other gun rules, you will need to get a permit from your N.Y. County.
Then ffl to ffl , I belive.

I’d like a bit of a last word on bringing my revolvers up. Smitty 10-9 and a Llama Comanche .22. I believe I need to apply (somewhere) to get a permit just to possess them, at which time I can have them shipped to an FFL and I can pick them up. I’ll be in Monroe county, should I just go for a carry license? Would it be wise to try for a carry license in TX even though I’m practicing constitutional carry down there? Any tips or tricks would help, I’m not looking to carry per se, but I do want to have them up here ASAP.

The laws are convoluted (purposely so?), and I’d like to see what gives me the best leverage and quickest path to getting my other guns up here, legally.

You're not going to like what I'm going to tell you about your handguns, but it's the truth.
You cannot Legally bring a Handgun (by NYS definition a "firearm") into the State, I don't care what Licenses you have.
It will be easily more than a year before you can apply or receive a Handgun Licenses aka "Pistol Permit".
When the Handguns DO come to NY, they WILL have to be shipped to and received by a Dealer with a NYS Handgun Dealers Licenses, he will have to book them in both Federally and with the State, you will have to undergo a NICS check along with 4473 for your guns. (there is also some documentation that goes along with the Pistol Permit).
It's risky, but if you were to arrive into the State and "find out" that Pistols were illegal, you could call Law Enforcement to surrender them, but there will be an investigation into the matter, and a Dealer will still have to retrieve them from the Agency that took possession of them, which will likely cost more money that it would have to just common carrier them to a Dealer willing to accept and sit on them until you get a Licenses.
NY passed the SAFE Act that's a lot like the old Federal AW Ban except you can't have any features such as a conspicuous Pistol Grip, they work around has been to fix a 10 round or less magazine into the Rifle so it cannot be detached. OR rifles with no evil features is outfitted with a silly stock that replaces the Pistol Grip. There is no Case Law to support or reject this, but after almost a decade and no clear cases or rulings, there's a historical precedence.
There are some good Dealers and genuinely good people within 50 miles of Rochester; someone will help.

Funny, I've been a Character Reference for a least a dozen people over the years...they've never called me once...'course there ARE people in the Sheriffs Office that know me and how full of shit I am.

To the OP the only possible way you can "legally" possess a handgun in NY is if you have a pistol license (aka permit, same thing people interchange the terminology). You cannot legally have one without it. It's not even that you can't carry, You can't have one in your house for home defense. None. Period.

Once you finally get your license, then,

The only way you can get a pistol onto your permit is through an FFL transfer/sale.

Then once that exact pistol with that exact serial number is listed on your license then have at it carry away.


As insane as it is in NY you go from literally not being able to buy a pistol of any sort to being able to instantly buy and carry when you get your license. Hilarious and insane that I was granted my unrestricted license before I ever shot a pistol! Go figure that's how messed up the process is.

You can download the permit paperwork from the monroe county website. The directions are also there.

IIRC you must be a resident of the county for a minimum of 1 year before applying, and you need 4 references in Monroe county that you've known for at least a year. Your hand guns can not come into the state until you have your permit. Permit approval has been taking upwards of 18 months, so in about 3 years, you can have your pistols again.

It is not necessary for him to bring them in through an FFL.

He already owns them, there is no transfer of ownership that requires a background check.

He will need the permit of course, but that is all.

If he is storing *his* guns that he already owns legally outside the state, then they just need to be added to the permit and carried in.

Depending on the county, they might just add them all when issuing the permit, or they might need him to stop by the clerk's office with a list.

Or, he might be in a county that attempts to make up their own requirements (like the FFL receipt).
This might be from an anti-gun bent in the local government, or it might just be the mating call of the unrestrained bureaucrat (I don't know how to do that paperwork for that, so you're not allowed to do it).

I went through this when I first applied for my pistol permit years ago. Didn’t know anyone in the county (Orange) and asked about using people from out of state. I’ll never forget that conversation. They asked who and my response was the Assistant Commandant of the Marine Corp. They said no. Sadly I only knew the assistant at the time (through my best friend) and not the Commandant.

Monroe county resident here along with in process permit applicant. You will need at least 4 monroe county residents for references not related to you, no former police officers either, and be a resident for at least 6 months. Additionally, since your monroe county references will be known for less than 6 months, you will need an additional 3 references from where you lived prior who will be character references to sign a notarized form in addition to your monroe county references. Additionally, be prepared to wait between 9-16 months for a decision. Had the same problem, moved into monroe from another county. I waited out the 3 years and just used monroe references to simplify it all.
PS- I'm still waiting 145 days since application turned in. No references contacted yet and don't anticipate a response until at earliest June.

I do have one guy I’ve known for a good while - probably about six years - he’s a neighbor to my in-laws. He’ll be reference number one.

I’m not looking to take shortcuts - I don’t want to be that guy on the news. I don’t mind shipping from FFL to FFL. It’s mostly the permit process I’m foggy on. I gather that Monroe county is neither the most nor least strict one in the state; as long as I follow the paper trail they’ve laid out, it’s probable I’ll get papered and be able to bring my revolvers in?

Meanwhile, in the waning days of my residence in a constitutional carry state...I’ve actually started to carry, just because I can. I’ve never really wanted to carry for reasons which could fill another thread, but now that I’m facing not even possessing my pistols for a good while, I’m taking advantage.

What does it feel like? Surprisingly...normal. I don’t feel like “the man”, I don’t feel any kind of superiority complex. Mostly I just feel trusted as an adult, and I also know how many other people are packing, so any incentive I might otherwise have had to brandish it is cut down as quickly as I would be if I chose to do so. I actually don’t even think about the fact that I have a gun next to me in the car, even though today’s the very first time I have ever carried. It feels more like bringing a tool along for the ride than anything really special - it’s about like that first time I got a torque wrench, a nice watch, or for that matter my set of watch tools, or an EDC knife. All that to say, it’s a good feeling but it lacks euphoria...I just feel like I’ve earned it as a responsible adult who happens to be a firearm owner. I’m most definitely going to keep it on me in some fashion until I leave here.
