I hear all you say. Widening roads for public safety, flooding precautions, power station to better serve; yes. A plant owned by a private company which will employ a few for how long…. Common good? The political need for optics for an already failed effort with no protection is the force behind this. There is a lot of State abandoned land in Masena and Ogdensburg. Bunch of abandoned factories in Watertown. No ED or destruction of legacy family land needed. But the optics and the political sway….

Who funds the government so whose land is it? Not there’s and it was sold to the people and they own it now. Just because law or rule is on the books doesn’t mean you need to act it out.
Again there is a huge difference between taking land for a thruway or large green space that anyone can enjoy and a government stealing land for a private business that the government is giving them tons of money for. All this is is Biden and the democrats penis swinging contest to say we brought chip manufacturing back to the USA. They're running behind because it is a poor plan. Once they announced it, the politicians already got their boost. Union involved now means that plant can't compete with overseas costs and deliveries, construction "Plans" were crap. You won't see this stand up. Even the construction is mired in union hurdles.

Why do these companies insist on building on wetlands and recreational lands when the Syracuse area has so many vacant industrial lands available? Think of all the industries that are no longer operating and convince me that the properties are unsuitable for building a new factory. Carrier, GM, New Venture, Miller (in Fulton), Allied Chemical. I'm sure that there are many others that no longer exist that would be large enough for projects like these. Most already have most of the infrastructure to get started in short order such as Power, Water, Sewer, Transportation (both Rail and Highway). Why aren't these companies encouraged to use existing sites? Amazon recently built a large distribution operation, not on an existing site, but on the site of Liverpool Golf Course. Why? For all of you not familiar with the area, Clay is sort of in Bumfuck, Nowhere. The highway access isn't great and the traffic out there is already pretty congested. I'm firmly convinced that the state being all involved in this project that I'll probably be dead before one chip is produced in Clay, NY. The government seems incapable of organizing a circle jerk in a round room.
