Even if you buy all the doom and gloom about the ozone hole destroying the earth, we went from R12 being a common aerosol propellant to completely banned for even sealed refrigeration units.
And this was the 1980s. Do you remember what hair looked like in the 80s ? One single high school prom probably released more R12 into the atmosphere than all the refrigerators in the western hemisphere for a decade.

I can't see either state allowing removal of things like the diesel def crap, or putting different engines in vehicles than what the manufacturer put in.

No. Only CA does currently. I could see Horechul getting an itch up her ass to do something like a CA requirement. Heck, they could name it NYARB (NY Air Resource Board).
You see, it's perfectly legal to do this, because there is no Constitutional advice to go on with this. However, at the rate it is going, CARB has gotten it's butt kicked from this.
The only thing that the NYSDMV mandates is the vehicle follows the federal laws when doing the NYS Safety and Emissions testing. Vehicles beyond 25 years old are exempt for emissions. Right now if you were to own a 2000 (and older) vehicle, it is now exempt from emissions and you can go get the vehicle inspected and it can't fail if it has an emissions problem because it's now exempt.

Honestly I wouldn’t call it a super majority right now.
I know that NY has a law that you cannot replace the engine in your vehicle with an older one. It has to be the same model year or newer.
More than just emissions. 25 year old or older no longer have to be plugged into the OBDII reader for an inspection (I know because I have a '99 and getting it inspected has become FAR easier!).
I could replace the straight-6 with an LS, gut the factory wiring, discard the ECU, and drop in a Holley Terminator tomorrow (if I had the $$).

OH man this is big as they placed un resonable requirements on the HVAC industry claiming the excisting refrigerant does not have enough "GREEN" points to be safe , That being said we all know there are only so many chemicals in the periodic table and the soulution was to go back to 2 blends we allready knew were in effective and dangerous. One is propane based the other is ammonia based the regulation to install these as a replacement unit will not allow them to be installed in a multi family home if the refrigerant line pass thru common area .(the law is not written that way but the need for a leak interlock switch makes it impossible ) WOW if this regulation gets pulled back it will tun the HVAC industry upside down this year as all of the manufacturers have moved forward towards this bad technology
