More than just emissions. 25 year old or older no longer have to be plugged into the OBDII reader for an inspection (I know because I have a '99 and getting it inspected has become FAR easier!).Right now if you were to own a 2000 (and older) vehicle, it is now exempt from emissions and you can go get the vehicle inspected and it can't fail if it has an emissions problem because it's now exempt.
