In New Yorkistan, ERPO's are basically redundant.

Hell, they can already screw handgun owners over without an ERPO. All someone has to do is make up ANY bullshit accusation, and write to the PPO and demand that your NY CCW be suspended or revoked. The PPO will write to you and demand that you turn in your handguns to the PD, and demand that you turn in your CCW permit card into their office immediately as well.

And good luck even finding out what you are accused of BEFORE you have to go before the Judge to defend yourself.
