Definitely seems to qualify as a taking under the constitution IMO. The main purpose of a rental property is to collect rent. With the govt. dictating that the owner of said rental property cannot pursue legal means to collect said rent or regain control of the property to use it for it's primary use purpose I can absolutely see legal challenges coming. Does it matter if they seize the property, if they tell you exactly who you have to rent it to, how much you can charge, etc... ?
It kinda sounds like you are just the property manager for a government owned rental property at that point.
