I have no idea of the race or immigration status of the actual perp, Leevon Armstrong.

Witnesses claim he hit the guy multiple times. Medical analysis should be able to confirm or dispute that. If it's confirmed, the law is quite clear on that this would be murder, and I agree with that. Witnesses (though they are unreliable) also claim Harris swung first, so he can't claim self defense after confronting verbally.

I'm reaching back to the 1970s for this one... but my friend's girlfriend was raped. She pressed charges and the perp was in police custody. Cops let her Dad have a few minutes alone with the perp. Let's just say, some parental justice was applied. Legal, no. Did he kill the guy? No. But I see nothing wrong with the Dad or the cops who let him have at it.
