I’ll break it down for you. If you get delayed or denied your address is now required for the 4473 and sent to the FBI. The FBI then sends that info to local PD for investigations. Thankfully in many states you can still transact with non prohibited persons face to face and skip the Gestapo seal of approval. This sounds like a drastic overreach and one that neither the FBI or local departments are staffed to handle. Flood the system, buy more guns!!!I’ll break it down for you. That's how Utah is. From what I understand here DPS (department of public safety) runs background checks frequently on ccw holders. So NICS isn't needed. The ffl still holds your 4473, but it don't get checked with the fbi.In many states if you have a CCW you can skip NICS altogether.

So, the CCW is sufficient proof that you would pass NICS if it were run.
This is exactly how FTF transactions are conducted in OH, for example. Ohio code only requires a reasonable belief that the other party is not a prohibited person… this requirement is satisfied beyond any doubt with a CWP (which in OH is also considered a government issued photo ID).In many states if you have a CCW you can skip NICS altogether.
