This is a good point, though. Raising the minimum age is supposed to be because they don't believe someone is mature enough at X age to make responsible decisions.
If they can't make responsible decisions, then how can we trust them with automobiles, sex, volunteering (including for the military), or 'going away' to college?
18-21 year old women now need to have their parent's permission to have an abortion.
Raise the age of consent to 21. Any sex before that is a crime FOR BOTH PARTIES.
No more voting until you are 21.
Curfews for <21 year olds, and permits required to be out after dark for employment only.

I'm sure we can come up with many other restrictions.
