She (and the president) knows it won’t stand up to a court challenge. Her problem is the optics of it, the president “tried” to do something about gun violence and she could not get anything done with all the power in the Senate she supposed holds.
So the optics of the “gun control ball” moving without a Democrat leader doing it is horrible for them.
When The action the administration took is deemed unconstitutional and thrown out we will not hear of it again.
