For me it depends on the felony, if you killed somebody in an armed robbery when you were a teenager--then you should be fed powdered glass washed down with battery acid until expiration occurs and voting would thus be moot.
If the felony was non-violent and truly vicitmless, like you were caught with a bag of "evil" mushrooms on the beach, then shine-on and get your vote on.
However all laws like this do, is further destroy any chances of Republicans getting elected, which is not a good thing.
Gun rights should be restored as well. If he or she cannot be trusted with a gun because he or she hasn't been rehabilitated, then he or she should remain locked up.
I have no issues with restoring all rights once the debt is paid. To prevent repeat offenders, just make the probation 10 years. In those 10 years, you have no rights since you are still serving your sentence and probation is part of your sentence.
10 years probation should be enough to deem if a person is a repeat offender.
