I think labeling it terrorism indicates the federal government failed. Like mass shooters in other countries are all called terrorist attacks but when they happen in the USA that term isn’t used. I know some of the masa shooting events aren’t terror related, but some are. When attacks happen in the USA terrorism tries to be left out of it unless it’s on the right.
