This Florida thing was not about open carry. If you bothered to look at all, 13 calls to the police department and/or 911 were made in regards to this guy. So no, this was not about the police harassing one guy.

Go ahead, look up the call rosters of the PD and 911 about this asshole.... Or, you can believe this was all about some cops egi and the harassment of one guy.
Either the activity is legal or it's not. Just because it makes people nervous isn't a legitimate reason to stop it.
There are places in the US right now where wearing a red hat could elicit a flurry of 911 calls. That doesn't mean the police should "do" anything about it, other than maybe educate the callers.
If you get a situation like that, maybe the cops check it out the first time, but after that the 911 operators should probably be screening them a bit more.
