See we have what is known as a 3 branch system of government.. what that means is that the governments power is separated into 3 groups, this creates a system of checks and balances.
So at the very best all biden would be able to do is make nominations.
Then this other little thing called Congress would have to get together and confirm the appointments to the bench or not confirm.
So because I'm sure that quick lesson may be a lot for you to understand the TL;DR is Biden cant just walk in and say here are 10 new justices on the SCOTUS

1) Legislative branch. This branches is known as Congress, it is comprised of the House of Representatives and Senate
2) Executive branch. This is the President who is at the top but also includes, vice president, Cabinet, most federal agencies (who all report to POTUS.)

3) Judicial branch. That would be the Supreme Court of the United States and other courts

What I fear is even if AWB are ruled unconstitutional, states will still implement them and make it law.
You cannot make a law that is in violation or non-compliance with the Constitution... It's null and void upon its enactment, any enforcement would result in remedy against those doing so, especially if knowingly done.
