The effect is public execution! And it has a profound effect no matter the method of delivery! But in a "civilized" society (so called), this method of influence is regarded as too brutal or grotesque for the masses. It used to be common place for a reason!
When beheading was a popular form of execution, studies were done that showed that there was still some level of consciousness afterwards. For some 20 seconds, the eyes would respond to voice and look when the executed person's name was called.
