STATE SENATOR CALLS FOR FUNDING FOR SCHOOL RESOURCE OFFICERS

ELMA, N.Y. — Western New York Republican Pat Gallivan is calling on his colleagues in the state Senate to include funding in this year's budget so all schools across New York can afford school resource officers to prevent all types of violence.

"This is something I'd support anyway but now in light of the latest school shooting we saw down in Florida, I think it's very timely," Gallivan said.

Gallivan's idea expands on an initiative he supported in 2014, which allowed for some districts to add full-time officers in schools.

"We were able to secure about $1.9 million in the budget, but that was statewide and there are 700 schools and it was available to some schools statewide but not all of them. That money has been gone," he said.

The state senator said he's not sure exactly how much it will cost, but the program will be optional for schools. He does have an idea where the funding should come from.

"The governor has proposed spending an extra $700+ million for education. I would propose that the money come out of that. I'm not looking for additional money," Gallivan said. "I absolutely believe that they work as a deterrent. They can prevent crimes. They can prevent tragedies. They can head things off before they happen simply by being there and working with the kids and the teachers and ensuring that they're communicating on a regular basis."

Meanwhile, a proposal in Alabama would allow teachers to carry guns during school hours. Gallivan said he doesn't believe anyone who is properly licensed should be precluded from carrying a firearm, but in New York, it is already at the school's discretion. He said the law doesn't need to be changed.

"I'm not opposed to teachers being armed, but teachers are teachers and I don't know that we should put the additional responsibility on them for security,” said Gallivan. “But a trained law enforcement officer who's serving as a school resource officer can provide the security of a facility and can work to keep it safe in addition to all the other things they do.”

He said funding would not only incentivize the creation of new positions, but also allow some districts to convert part-time positions to full-time.

The schools here have an SRO, but only one that bounces between the Elementary, Middle, & High School with his presence announced by the patrol car in the parking lot. I think it would be more effective to train a few willing volunteers in each school that will be there every day than to have just one guy who cannot be everywhere at once, and will most likely spend his day just waiting around.

My school district really does quite a good job overall, but it could always be better.

I understand that many people oppose the idea of arming teachers. But not all teachers are little old ladies or "wimps".

And just a simple fact of knowing that a teacher could be armed would provide some deterrent effect.

I am never one to say that there should be mandatory training to exercise a right, however in this case, since teachers would likely not only be defending themselves I think training for a certain number of hours should be required.

Meaning if they get some training, and it doesn’t have to be much, but has them intergrated with the local police active shooter plan with “challenge “ training to lessen friendly fire situations and gun retention techniques . If fact, if the training took place at the school, they might be a real asset because they know the location and the students on sight as opposed to the police team who may or may not know the students.

At a minimum, I'd like to see them qualify prior to the beginning of the school year. I'd also like to see them train together with other staff in the school who may be armed, as well as with the SRO. This serves two purposes: (1) to have all of the armed staff familiar with each other, and (2) to improve communications and work as a team.

I got a good response from the school superintendent this morning regarding the email I sent him yesterday, however he left out the part about allowing teachers to carry and he defaulted to his head of security. The head of security then send him an email, not realizing he had me copied still, and told the superintendent that he would respect my opinion but that he disagrees with more guns in school.

That tells me a lot about a person when they believe that only certain citizens should have guns.

I believe there are plenty of vets out there, licensed to carry, some experienced in civilian security as well as military, that would volunteer time each week to patrol schools. They could be certified by the local Sheriff to make everyone happy and insured by the State. I would volunteer.

The best option would be to hire more police . Treat the school as a sector ,police presence there 8 to 4 Mon through Friday .
No one should be able to just walk into a school . I used to service a couple of schools in yonkers .I had to enter though a set double doors and get buzzed in .
I have no problem with teachers carrying personal firearms but that shouldn't be a primary line of defence . The average teacher isn't ready for a firefight with an edp carrying a rifle.

Depends on how the RSOs are used. Often it's wrong.

Often they are there to deal with run of the mill school interruptions that used to just be a trip to the principal, but are now a ticket/arrest.

I agree a said I dont have a problem with teachers arming themselves but it shouldn't be a primary solution to this problem.

Why don't we start taxing all of the churches and use that to retrofit the schools with bullet proof glass, doors, walls, etc.?

That, plus the armed security guards, and our kids would be safer than the Pope.
