Probably has something to do with this being a Federal case, and not just NYS or Hudson Valley.
It means that handling of the perp is done according to Federal rules, and not heil hochul's milquetoast pro-criminal versions.

Now, if we could only get the Feds to arrest heil hochul for civil rights violations...
