It's all about the optics of a Potemkin Village: The displacement of Homeless gives the illusion it doesn't exists and plausibility of absolutes: "We cleaned up and eliminated homelessness." now that sounds like they solved the problem, and maybe they did for a hot minute, but it'll be back once the photo-ops are over and Newscum has exploited the news coverage to make him look like he's the salvation of California and the great white hope as POTUS.
