I have no clue why the first guy is just laying on the ground with his foot being held. If I were him I'd have pulled my gun after putting the asp away. Told the guy let go and step back. If he came towards me I'd have shot him.
I don't blame the second cop for shooting him. Dragging the other cop around could have banged his head and caused serious harm. Also he could have been going for the other cops gun. Can't wait until he grabs it to shoot. Don't listen and fight thisnis what happens.
Sorry, no... I don't see a threat to life by holding a foot. And using deadly force to effectuate a command is problematic in some training circles. There is no weapon on the man and just because he's failing to obey does not constitute a deadly threat!. Worse is it could be argued the man disengaged the 1st office and was attempting to leave.
That all said, I wasn't standing there in the shit, so I'm nobody to judge, but the question was asked (OP).
My issue is the lack of training on how to handle a situation like this, in most instances, that could be resolved by using physical, but not deadly force. That officer laying on the ground wouldn't have a job if it were up to me! There are way too many that couldn't punch their way out of a paper bag and resort to escalating situations that ultimately involve using mire force than necessary (deadly). This guy should have gotten the piss knocked out of him with the added bonus of some time in jail.
