I've bought and sold a fair number of Bear Creek Arsenal Uppers, and while they are shunned by some, I've had relatively no problem with them out of the box.
Personally I prefer their Side Charging uppers, even though years of Training used a rear charging and forward assist.

I have all of my stuff that is 'questionable but legal' under NYS law shipped out of state. Unenforceable. This way, if I am questioned while NYS, it's legal but they will wonder where I got it from. There is nothing illegal about out of state purchases (yet).

One of the biggest issues is getting one without a threaded barrel or with the flash hider separate/not installed so you can put a threaded cap in place before assembly on your lower in NYS.

You can find these pretty easy if that’s your intent and the route you want to go. I cent remember the name but I was buying them for my builds out of a veteran owned place in North Carolina cheaply a while back. I wish I could remember the name.
There are several ways to "permanently" attach a Thread Protector that are ATF approved and while there's not much said in NY Law about what constitutes such, NYSP Labs tend to follow the long established Federal Guidelines, which really only come into play IF the Rifle is seized and sent in for evaluation. Silver Solder is one of the best, and if you know someone that does HVAC chances are they'll have a remnant of a stick (stuff is very expensive) they could do it, surfaces must be spotlessly clean...Blind Pinning is easy enough especially of you have a Drill Press; Drill into the nut, through the threads, but NOT all the way through to the other side, drive the appropriate pin into the hole, trim the excess, and for added measure should you desire, hit it with a spot weld, 'course you could also spot weld that "Thread protector nut" to the barrel.
Turning the threads off does the job, but invariably that step looks like shit, and if it's a 16" carbine barrel you really can't shorten it and still be a legal Rifle.
MIGHT be able to call the supplier and ask them if they have unthreaded or can skip that step for you. I say that because BCA makes their own barrels (I think)
