How many people down state actually need respirators right now and how many do they already have down there, including the ones he had stashed in the warehouse. Is this demand based on forecast or actual need.
I don't want anyone doing without, but I don't trust that fool for a minute. There are things called planes that can move men and equipment very rapidly to places where they are needed, not including warehouses.

"Replaced or Reimbursed" What makes him think that they will have new ones manufactured to replace the ones taken in the timeframe they are needed? Reimbursed is a joke, what good is money to someone gasping for air? Also from the OP link "The State is broke" So what is his plan for replacing or reimbursing? I'm not against sending all the support to the "hot" areas that we can however there seems to be large holes in the plan to replace the ventilators with non existing stock that hasn't been manufactured with non existing dollars the State doesn't have.

If I was running an upstate hospital, I'd seriously consider moving mine to a storage unit in PA right now.
If downstate needs them so badly, they should just put out bids at 10x the old price. I bet plenty of people suddenly decide they have some surplus ones.
But apparently we would rather let people die than let someone make a profit off this.

If I didn’t hate FUAC, I could maybe agree with the plan. For example, if he’s got them on order, and he knows they’re arriving in 96 hrs, I’ll give him mine and he can redirect the incoming shipment to me to backfill. It makes more sense than him sending patients out of NYC to upstate hospitals. Zucker said today they’ve already sent “several dozen” patients to Albany-area hospitals.

On the face of it, I don't think any of us are truly against moving resources where most needed. However, given the finer context of this situation (namely who is saying this, and his past performances), you can likely bank on 3 things.
1. The equipment will not be returned to the source area to match a rise in demand there. The demand downstate will far outstrip even the worst demand upstate merely going on population density. Upstate will be told too bad we need it more, sorry about your luck.
2. There will be no reimbursement for never-returned or damaged equipment (PPE is largely consumable anyway), nor replacement of same, when demand evens out or drops.
3. Il Duce will be quite unconcerned about the casualties in any area that did not place him in office.
With him in charge, this isn't moving the fire trucks to the fire, it's removing the fire trucks and centralizing resources around his base.. at the expense of the outlying areas.
