I think they were claiming in the lawsuit that the new requirements, including training and social media accounts, do not apply to existing pistol permit holders upstate (unless their pistol permits were revoked). The state made that claim to challenge
Edit: The new State Trooper FAQ makes it clear that they aren't now going to require existing pistol permit holders to do any additional background check or training, and that they qualify to get a semi-automatic rifle license too.

Wasn't the right to carry in public a radicalized interpretation just a few months ago. So applying for a permit in itself is a a radical reason to deny.
