Sorry, "we don't want to deal with it" is not a valid excuse.If you notice, they're not shipping to free States like PA or NV neither. They are pausing shipment to the listed States because those are the States that have the "non-essential business closures" in place. They probably don't want to ship a firearm to an FFL that is closed (until further notice.)
There are a number of online gun dealers that have posted notices.. advising buyers to check with their FFL to confirm that they're still open for business before placing an order.
The pistol lic. bureau in my area is closed. So I couldn't add a handgun to my license even if I could find a FFL open.

Permit office is closed in monroe county. My FFL could probably transfer a pistol but I cannot get it added to pick it up. I am not sure about NICS checks.
Permit offices are closed in most all counties and permit amendments are at a standstill. They can still be mailed in where allowed, but get added to the pile for action at some later date. NICS is up and running as usual. NY FFL's got an e-mail alert from the ATF in regards to the NYS non-essential business shutdown.

Which, to clarify, the shutdown doesn't impact tabletop or sole proprietor businesses, other than the fact that no transfer coupons can be issued. Long gun transfers are still possible. If the small sole proprietor has ammo or accessories to sell, that is still possible.

Right now more than ever you need to be working with your customers to make things work. Flat out cutting them off because you can't be bothered to shoot them an email and set up a transfer? Shit business practice.
