“Frame or receiver.” Part of a firearm, rifle, shotgun or assault weapon that provides housing for the hammer, bolt or breechblock, and firing mechanism, and that is usually threaded at its forward portion to receive the barrel.

Maybe the fact that he let this sneak through instead of holding a press conference with a parade to celebrate signing it means he *is* serious about his presidential run.

AR's are a no-go in NYC. SCR is about as close as you can get.

Note too the word "usually" in the statutory language cited. You will notice it does not say "and is threaded..."
