The following bills have been sent to the Governor:

A-2111, Provides taxpayer gifts for gun violence research; establishes the gun violence research fund

A-6522, Amends the definition of disguised gun to include certain guns that are designed and intended to appear to be a toy gun

S-13A, Enacts the "Scott J. Beigel unfinished receiver act" in relation to unfinished frames or receivers

S-14A, Enacts the Jose Webster untraceable firearms act

S-2981, Creates a firearm violence research institute

Awesome. Cerakote, plating and color case hardening will now be illegal if it didnt come that way from the factory. So glad they made an exception for the fudds and their camo turkey guns.
How many people have been killed in the last year from painted guns? Is there even a statistic available?

S13 & S14 take effect 180 after signature of the governor. It looks like June 1st-ish (depending upon actual signature date) will be the deadline on purchasing/owning/milling unfinished lower receivers (currently paper weights) and serializing to remain legal.

Not quite. If you do not decorate/color/paint a firearm with the intention of selling it, the statute does not pertain to you.

This is a law in search of a problem.

Upon what overwhelming societal problem was this "disguised gun" law developed? Had there been a drastic rise in crimes committed with purple or orange painted pistols?

so now anyone with an 80% receiver in their possession is a felon?

The 80% law doesn't go into effect for 120 days after signing. After that there is a 6 month grace period that allows you to turn in your unfinished receivers to the police, or get them serialized. This law and the ghost gun law appear to allow you complete them and serialize them yourself as long as you meet the Federal requirements for marking a gun (size, depth, etc). Failing all that, it's a Class A Misdemeanor for simple possession, not a felony.

Because these laws are so poorly written, it's questionable if an unfinished receiver can be serialized to meet the requirements of the law. Best bet is to complete it sufficiently that ATF would consider it a functional receiver. On an 80%, that's usually not much work.

I don't think their definition of an unfinished frame or receiver would include demilled / cut-up receivers. Although such parts could be welded back together to make a gun, they could also be assembled into a dummy/display gun. This is sort of like an AR-15 lower that could be used to build an assault weapon, but could also be used for a legal semi auto. I don't think it was their intention to turn the VFW's, museums, and everyone else with a dummy gun into a criminal. It should be okay to possess - provided you don't show any intention to assemble a working gun from those parts.

I am a little confused. Does S-13A, the unfinished receiver act also include stripped AR lowers that are serialized? Looks like it only pertains to 80% lowers but NY is slick with wording a law to keep it open ended.

Im confused. The article makes it sound like lowers are no longer legal even if serialized, unless you're a gunsmith. Is this correct?

I'm not sure what part of the article you are referring to, but my take on it is this:
Completed lower, serialized - OK
Completed lower, not serialized - Not OK. Ghost gun law.
Uncompleted lower, not serialized - Not OK, unless you are a Gunsmith
Uncompleted lower, serialized - Unclear, unless you are a Gunsmith. The definition of Unfinished does not mention serialization. It should have. Because of this, the casual read would say it's not legal. But, the rest of the law goes on to allow serialization of an unfinished lower - presumably to make it legal. It's best to complete any unfinished and serialized lower.
