The whole document basically admits that, "YOUNG BLACKS, SHOOT BLACKS AND WHITES MORE FREQUENTLY THAN IN THE PAST," due to lawlessness, on the part of the elected officials who see arresting any black, for any crime, is racist.
The only answer is to restore all bail laws, stop and frisk, and 5 years in jail for a violent gun crime.

And then not having the same laws for the whole US is a violation of the 14th. We go back to the default of what the NFA and GCA as the only and last infringements.
Consider they made gay marriage legal.
Consider the FCC controls the airways and issues national licenses.
All infringements have to come from the US Congress. That's what they would be anyways.
This my common sense they talk about.
