I'm thinking what he is after is having threads removed and an 11* target crown cut on muzzle end.
You should tell OP, not me. I know the purpose of a crown... and how to cut one.
Answer the OP's question if you know the answer...
I suppose I should have mentioned that this is for an AR-15 upper. I’m trying to do a budget featureless build, and I’m realizing that this way might be cheaper than buying a non threaded barrel.
Red Loctite not blueI would just use loctite to glue on a thread protector. I know some people will tell you it's not enough. I will just call them idiots and leave it at that.

While I agree that the ATF are indeed idiots, I'd rather do it right in case I ever have to use it and it's confiscated for inspection. When state law doesn't define something, federal law is reverted to.
Look up the Federal law. It's in a US code that I can't look for at the moment. I posted it on another thread that we argued about previously. You are not quoting a law. It's a letter from the agency that doesn't have jurisdiction and it's about a different subject.

The thought of another legal ar15 gun owner in this state makes me happy. If you cover shipping, I will cut and crown it for free (needs to start life as at least an 18" threaded barrel).
Attached is a picture of my handiwork. If interested, shoot me a PM brother.

I bought an upper from him and can attest to the quality of his work. You won't be disappointed.
