The risks these days are monumental.
I am not quite sure who would want to be a police officer these days. A lot of people dont want them and the politicians and government will not support them as they deserve.
If things get ugly they are on their own.

It is like if in a war a commander sends you to the front line w/o bullets and without cover.

No, but I give 10:1 odds that the guys who shot them would have still been in prison for their last conviction in a sane justice system.

That would have prevented this.
