If a law has no way to implement it and no process for it to be done then it must be null and void until such process is set up. Where is the lawsuit and courts on this? Honestly a lawsuit shouldn’t even be needed and a simple email to the courts should be all that’s needed for them to say start processing applications or we’re signing their approvals right now.
Or we should be able to purchase whatever, wherever without anti constitutional processes delaying our God given rights.

Gun sales have been blocked for much of December in Hawaii’s largest city.
That’s what the Hawaii Firearms Coalition, a local gun-rights group, claimed in a statement on Wednesday. It said the Honolulu Police Department (HPD) has advised gun purchase or carry permit applicants they won’t process them without a currently-unattainable training certification. And it’s unclear when those permits might become available again.

I was going for reality. This will never happen on certain states and this is one of those states.

That’s been a big part of the issue since 1776. Look where We are now.
So, all Voting Stations should be blocked this coming November except for those who have taken and "passed" Civic Responsibility Classes, including Constitutional Law, US Government 101 and the American Revolution 101+... Then register with your local government office and pay a fee to obtain a Voters Card that will allow you entry to a Voting Station. Of course in order to actually vote, you'll need a permit approved by declaring who you plan to vote for and for what purpose! Don't forget to bring neighbors letters attesting to your "Good Character" that you're a good citizen and they approve of you to vote. The issuing authority has used arbitrary and capricious methods of approval for this process, so worry little as long as your voting the way they seek compliance with.
