Way more questions than answers with that situation, my biggest was why were they training in a library by a retired cop?
In DC one can take a 40 hour,$800 (refundable) course to become a "Special Officer" Its essentially a security guard position but the person is a sworn officer and has police powers in the particular place they are assigned to work.
