Who said anything about which end was the "good" end ? Not me. As far as I'm concerned, everything east of Ripley is the asshole of New England. While the Rotten Apple and it's outer suburbs known as New Jersey are worse than the other areas you mentioned, Syracuse, Rochester and Buffalo are by no means utopia. The truth remains, however, that the further east you go in New York, the more liberal the landscape becomes, certain pockets of sanity not withstanding.
